In order to better protect the consumer experience and standardize the seller's business behavior, the platform will launch a new investment policy at about 14:00 p.m. Beijing time on November 27, 2019.
For new merchants who apply to settle in after the function is launched at 14:00 on November 27, 2019, you do not need to pay an annual fee to the platform, but you should provide a deposit in accordance with the seller's rules. When you apply to settle in the business category, you should specify the Alipay account that pays the deposit and ensure that there is enough balance. The platform will freeze the relevant amount through Alipay after your entry application is approved. If the amount in Alipay is insufficient, the permission will not be opened.
In this regard, please note:
· Once the Alipay account used for margin payment is designated, it shall not be changed before the store completely withdraws or is liquidated. After the deposit penalty occurs, you should also make up the payment through the designated Alipay account in accordance with the seller's rules (but please note that after the seller withdraws, the same business category shall not be allowed to enter the same business category within the same business year).
· In the future, the platform will introduce MYbank as an additional guarantor for sellers with good business ability to provide guarantees for sellers to abide by and fulfill seller rules. For sellers with MYbank as an additional guarantor, the platform will release the deposit frozen by Alipay. After release, MYbank has the right to deduct the amount consistent with the guarantee range directly from the deposit released by the platform as your performance guarantee to MYbank. Please pay attention to the future platform announcement for specific details.
For the old merchants who have settled in before November 27, 2019, Beijing time, the platform plans to start the renewal or re-entry process in January 2020. Please also pay attention to the platform's announcement in December 2019 for details.
Other common problems in the new investment promotion policy are clarified as follows. For details, please refer to the Seller Agreement and AliExpress Platform Rules (Seller Rules) ("Seller Rules"). 1. Payment of deposit
If you apply for new merchants to settle in after November 27, 2019, you do not need to pay an annual fee to the platform, but you should deposit a deposit with your designated Alipay account for the stores you open and freeze it by Alipay.
The deposit is charged according to the category (business category) where your store settles in, and the collection standard refers to the existing annual fee standard link. If your store is stationed in multiple categories (business category), the margin is the maximum amount in multiple categories (business category) and will not be superimposed.
2. Margin management

3. Return of margin

4. Platform management mechanism upgrade
The platform encourages sellers who continue to provide good services to consumers to continue to grow their business volume, but opposes business behavior that damages the consumer experience. The platform will upgrade the assessment rules:
1) The platform will launch the store service ability assessment: on the basis of the growth of merchants, the platform will upgrade the original "service ability" module, redefine the service ability assessment index, and then assess the service ability score every month. If the platform does not meet the requirements of the platform three times, it will not be re-entered after clearance. 2) Commodity governance: The platform will increase the punishment for cheating in commodity search, and at the same time, it will be removed from the shelves regularly for continuous no order or browsing exposure, so as to remind sellers to refine their own products. For example, if you sell goods of poor quality for a long time, choose logistics mode with poor timeliness experience, etc., the overall business indicators of the store are far lower than the industry level (i.e., the store dispute rate is high, the DSR is far below the average level, the praise rate is low, etc.), which seriously affects the consumer experience and brings serious bad experience to buyers;
Penalties:
For acts that seriously disturb the order of the platform, the platform shall:
General: 2 points/time;
Serious: 12 points/time;
Particularly serious: 48 points/time.
According to the severity, AliExpress will be able to take the following market supervision measures at the same time according to its behavior and in combination with the urgency and severity of the incident:
